A Canby police captain is currently on paid leave as state authorities investigate allegations that he illegally used a police-issued infrared thermal-imaging device for deer hunting. Captain Doug Kitzmiller, 50, has been absent from his role since mid-December, following a series of complaints that led to the seizure of 14 infrared devices by state police during a crackdown on unlawful hunting practices.
The Oregon Department of Justice is now reviewing the case, which includes concerns over official misconduct and the captain’s potential violations of state hunting laws. Notably, hunting with infrared and thermal technology, which can detect heat signatures in darkness, is prohibited in Oregon due to its impact on fair wildlife concealment. As the investigation unfolds, Kitzmiller’s previous tenure as a respected officer contrasts sharply with these serious allegations, prompting questions about ethics within law enforcement.
