Shooter Arrested After Standoff in Portland

Portland Police have arrested 23-year-old Dominick Morrison after a standoff on March 22, 2025, stemming from a shooting incident on St. John Street. The confrontation began around 5 p.m. when a witness reported that a man riding a moped fired a shot at him, prompting police to close parts of St. John Street and Washburn Avenue as crisis negotiators intervened.

After approximately two hours, Morrison emerged from a building and was taken into custody, facing charges of Reckless Conduct with a Dangerous Weapon and Criminal Threatening. A search of his residence produced evidence linked to the shooting, highlighting the seriousness of the situation. Police are requesting anyone with additional information to come forward.
