Kosei Ohno, co-owner of Crown Bay Marina in St. Thomas, has filed a lawsuit against Police Commissioner Mario Brooks and the Virgin Islands government after his application for a firearm license renewal was denied. The suit asserts that the requirement for a Virgin Islands driver’s license to obtain a concealed carry permit is not supported by local firearm laws, thereby infringing on Ohno’s Second Amendment rights.
In his complaint, Ohno outlines a history of approved gun licenses dating back to 2018, only to face unexpected hurdles in 2024 when his renewal application was stalled. Despite possessing a valid concealed carry permit from Washington State, he argues that state statutes do not mandate a local driver’s license for firearm licensing. The lawsuit not only seeks immediate renewal of his concealed carry permit but also calls for a declaratory judgment to invalidate local firearm regulations as unconstitutional.
