Maryland’s New Bill: Easier Cannabis, Tougher Gun Laws

The Maryland Senate is advancing a bill that would relax cannabis regulations for adults while simultaneously imposing stricter penalties for gun trafficking offenses. If passed, House Bill 413 would allow adults over 21 to manufacture cannabis products at home without using volatile solvents, reducing the penalty for possessing large quantities from felony to misdemeanor status. Meanwhile, the legislation aims to make trafficking stolen firearms a felony and enhance penalties for illegal firearm transport and “ghost guns,” reflecting Maryland’s ongoing efforts to combat gun violence.

This legislative proposal comes in the wake of significant cannabis tax revenues and a notable decrease in youth cannabis use since legalization. In the first three months of 2024 alone, Maryland collected $14.6 million from cannabis sales, further underscoring the complicated aftermath of legalization in the state. As public safety remains a critical concern—evidenced by recent trends in gun violence—this bill could reshape how Maryland navigates the dual issues of drug reform and firearm regulation.
