The 99-page document emphasizes the agency’s commitment to transparency and fairness in policing, a key reform initiative established by the 2021 legislature. Notably, Gunderson had a felony warrant for his arrest and harbored anti-government sentiments, complicating the narrative of the incident. The findings will be forwarded to local prosecutors to determine if charges are warranted against the officers involved, as the OII employs civilian investigators to navigate the traditionally insular processes of police oversight.
