Portland police swiftly arrest an alleged gunman following a fatal shooting that occurred Tuesday afternoon near the Central Library, resulting in a chaotic scene across eight city blocks. The incident took place just before 3:30 p.m. at the intersection of Southwest 10th Avenue and Yamhill Street, where witnesses reported seeing two men fighting moments before the shots were fired.
The wounded victim lay on the ground, reportedly confused and suffering from a chest wound, as bystanders attempted to assist him with makeshift tourniquets.
