This transformation stems from targeted policing strategies and the involvement of local violence-prevention organizations, such as the Circle of Brotherhood. Their intervention programs, funded in part by federal relief measures, have managed hundreds of conflict mediations, indicating an effective balance between law enforcement actions and grassroots community initiatives.
