Changes to Nonresident Waterfowl Hunting in 2025

The North Dakota Game and Fish Department introduces significant changes to the 2025 waterfowl hunting regulations, particularly affecting nonresident hunters. The statewide nonresident hunting license is now removed, requiring hunters to apply for permits specific to one or two of the newly established six hunting zones, which are designed to distribute hunting pressure more evenly across the state.

Additionally, nonresident hunters can hunt for up to 14 days per season—split between two seven-day periods—starting with a $5 electronic waterfowl stamp for tracking participation and supporting habitat initiatives. The department’s new approach aims to eliminate the need for caps or quotas, encouraging a balanced hunting experience while enhancing data collection on hunting patterns.
