Peebles had repeatedly sought help from law enforcement, even asking for her abuser to be arrested before their fatal encounter, but critical gaps in supervision allowed him to remain free and dangerous for months.
This blind spot in probation enforcement is corroborated by WPLN and ProPublica’s investigation, which revealed that at least six domestic violence homicide victims faced similar oversight lapses between 2019 and 2022. The delay in serving warrants for high-risk offenders can last from days to over a year, raising serious concerns about the ability of the system to protect those at greatest risk.
