This legislation reclassifies the possession of such devices as a Class A misdemeanor, while manufacturing or transporting them is termed a Class B felony, carrying penalties of up to 10 years in prison.
The law also empowers local governments to restrict where permit holders can carry firearms, provided clear signage is posted. Governor Kotek emphasized the importance of this legislation for community safety, linking it directly to preventing gun violence. As the implementation date for Measure 114 approaches in March 2026, which mandates permits for gun purchases and bans large-capacity magazines, the focus remains on enhancing public safety across Oregon.
