This measure, which has historical roots in Virginia and is already implemented in 13 other states, aims to enhance public safety amidst rising concerns over gun violence.
Significantly, studies indicate a positive correlation between purchase licensing laws and reduced gun-related incidents. For example, a 2020 report highlighted that Connecticut experienced a 28% drop in homicides after introducing handgun purchase licensing in 1995. In contrast, the repeal of such a law in Missouri in 2007 led to a notable increase in gun homicides. As Virginia grapples with its own gun violence statistics, including 418 gun homicides in 2024, the proposed licensing law could represent a shift back toward a historical approach to gun control.
