A 20-year-old man from Lowell has pleaded guilty in federal court to multiple charges, including trafficking firearms and distributing thousands of counterfeit methamphetamine pills disguised as Adderall. Billy Chan admitted to engaging in the illegal trade by conducting several sales to undercover officers, which involved handguns and machinegun conversion devices known as “switches.” This case underscores ongoing issues related to gun violence and drug trafficking in Massachusetts.
From March to June 2023, Chan sold approximately 2,000 counterfeit pills and demonstrated the conversion device manufacturing process, pointing to a concerning link between local gangs and the drug trade. Investigators revealed that these pills, manufactured without pharmaceutical-grade ingredients, were produced in collaboration with a co-conspirator associated with the Asian Boyz gang, which is notorious for distributing methamphetamine in the region. This case falls under the umbrella of Project Safe Neighborhoods, a federal initiative aimed at combating gun violence and enhancing law enforcement collaboration.
