Phillips notes that the interpretation of the Second Amendment extending to individuals’ rights gained prominence only after the Supreme Court’s 2008 decision in District of Columbia vs. Heller, which declared an individual’s constitutional right to possess guns in their homes. The ongoing debate may soon escalate further, as the Court is expected to announce a ruling on a significant case concerning public gun carry rights, New York State Rifle & Pistol Association, Inc. v.
