Half of U.S. States Now Allow Permitless Gun Carrying

As of June 2025, Americans in 25 states can now legally carry handguns without the need for a permit, a significant shift in firearm regulations that marks a milestone in the ongoing debate over gun rights in the U.S. Just 13 years ago, only Vermont and Alaska offered this form of “constitutional carry,” and in the last decade, nearly two dozen states have adopted similar laws, with a rapid influx of legislation occurring in the past three years alone.

While gun rights advocates celebrate this expansion, concerns mount among public safety reformers who argue that such changes increase the likelihood of gun violence. Research indicates a correlation between lax gun-carrying laws and higher rates of firearm deaths, prompting many to question the implications for public safety as the trend continues. The recent Supreme Court ruling in the New York State Rifle and Pistol Co. v. Bruen case further complicates the landscape by making it harder for states to impose strict gun regulations.
