A 20-year-old Lowell man, Billy Chan, has pleaded guilty to several federal charges, including trafficking firearms and drugs, following a series of undercover operations. Prosecutors report that Chan illegally sold handguns, machinegun conversion devices, and approximately 2,000 counterfeit pills, marketed as “Adderall,” which were actually methamphetamine pressed with caffeine.
As part of his illegal dealings, Chan, who is associated with the Asian Boyz gang, revealed in recorded transactions that he could manufacture machinegun conversion devices and even provided instructions on their use. This case highlights the ongoing concerns regarding the distribution of counterfeit drugs and illegal firearms in the Merrimack Valley, raising alarms about public safety and gang-related activities in the region.
