This two-tier regulation aims to alleviate the complexities in identifying duck species and sex, enabling hunters to harvest any legal duck without the usual requirements.
All hunters can choose this flexible limit, which sets a daily harvest of three ducks and a possession limit of nine. This change is intended to encourage participation in waterfowl hunting, especially as the number of hunters declines. For those interested, a Federal Waterfowl Stamp is still required for hunters aged 16 and older, which can be conveniently purchased online or at local post offices.
