A woman was shot and killed in Norfolk on Monday morning, prompting authorities to issue an Amber Alert for her missing 4-year-old son, Kai Foreman. Police found the woman dead at the scene on East Liberty Street around 11:35 a.m. and identified Tyli Nekah Scott, 27, as a person connected to the case, believed to have abducted Kai.
Kai, who stands 3-foot-6 and weighs about 40 pounds, was last seen wearing red Crocs, blue shorts, and a gray True Religion T-shirt. Officials have not disclosed the specific relationship between Kai and Scott, but police confirm he is known to the child.
